The gunman who opened fire at the Gilroy Garlic Festival in Northern California over the weekend likely acted alone, police said Tuesday.

He was seen by himself in surveillance footage retrieved from the stores he visited before the shooting, Gilroy Police Chief Scot Smithee told reporters.

The motive behind the Gilroy Garlic Festival rampage that left three dead remained a mystery Wednesday, with federal authorities saying literature found in searches of gunman Santino William Legan's homes ran the gamut from left to right.

John Bennett, FBI special agent in charge, said they had not determined the ideology of the Gilroy shooter and had recovered "conflicting literature" during searches in Nevada and Gilroy.

Authorities are bringing in two profilers to help build a picture of the gunman.

Among the "information we are collecting, there is conflicting literature ... everything from left to right." So, Bennett said, investigators do not feel they can "put this person in a box. I wouldn't say it was extreme views. It is writings and books that we have found through some of the search warrants. ... We are trying to go through all the literature and make sense of it."

Authorities in Nevada searched a triplex unit where Legan lived. Court documents showed they retrieved items including a bulletproof vest, empty weapon and ammunition boxes, a pocketknife, a gun light, a camouflage backpack, pamphlets on guns, a sack of ammo casings, a gas mask and gloves.

They also took electronics: three hard drives, three thumb drives, a flip phone and a computer tower. They found a letter to Legan from a woman, according to the court records.

Legan's home in Gilroy was also searched. Authorities hope his electronic footprint will yield clues.

Before the attack, Legan posted a photo on Instagram of a Smokey Bear sign warning about fire danger, with a caption instructing people to read an obscure novel glorified by white supremacists: "Might Is Right" published under the pseudonym Ragnar Redbeard.

The book, published in 1890, includes discredited principles related to social Darwinism that have been used to justify racism, slavery and colonialism, said Brian Levin, director of Cal State San Bernardino's Center for the Study of Hate and Extremism.

A study published by the Cal State San Bernardino's Center for the Study of Hate and Extremism this month found that mass shooters frequently used sites such as 8chan, Telegram, Gab and Facebook around the time of their attacks. It remains unclear whether Legan used any of these sites, authorities say.

"Over the last decade," Levin said, "many of the most notorious extremist mass killers have participated in, or were influenced by, bigoted content on social media before undertaking attacks in their home regions."

He cautioned that there were a lot of factors that could spur someone to carry out a violent act, not just one motivating cause. But young people who don't belong to a specific hate group can self-radicalize through content from those groups easily found online, Levin said.

Bennett, the FBI official, said authorities had not determined that Legan had white supremacist leanings.

Michael Downing, a retired deputy chief with the Los Angeles Police Department's counter-terrorism unit, said digital footprints were a "critical tool" for law enforcement in shooting investigations where the gunman had died.

Downing, currently chief security officer with Oak View Group, said the individual's online presence could be telling for investigators who were tasked with piecing together the person's motivations without being able to speak with him.

"A digital footprint shows what they are reading, who they are associating with and who they are influenced by," he said.

Gilroy grapples with knowing shooter was one of their own

It was around 5 p.m. Sunday when Santino William Legan cut a hole in the fence at the Gilroy Garlic Festival, clambered through and opened fire on festival-goers with an AK-47-style rifle before he was killed by police, authorities said. Three people were killed: 6-year-old Stephen Romero, 13-year-old Keyla Salazar and 25-year-old Trevor Irby.

Inside the Garlic City Barbers, Randy Rodriguez shook his head as he lined up a customer's hairline with a straight razor.

"It's shocking it was someone from here," he said. "We didn't think our community had people like that."

Rodriguez, 33, who co-owns the barber shop near downtown, said his son was volunteering at the festival Sunday, selling misters with his teammates on the Christopher High football team, when shots rang out. Rodriguez said he didn't know about the shooting until his son called to say he was safe.

Legan remains a much talked-about mystery in town, Rodriguez said.

"I've been cutting hair here 13 years. I've never heard of him. All the clients are saying, 'We don't know who this guy is.'"

Jose Montes, a local developer, said he is mourning not just the deaths of Keyla, Stephen and Irby, but sympathizes with the Legan family as well.

"That family lost its son," he said. "It's just very sad to see a young individual suffering to the extent that he did what he did. I wish someone had reached him sooner."

Gilroy Garlic Festival shooter killed himself, coroner says, contradicting police version of events

The Gilroy Garlic Festival gunman killed himself, the county medical examiner concluded Friday, contradicting an earlier police account that three officers had shot him dead within a minute.

Santino William Legan, 19, opened fire at the popular food festival Sunday evening, killing three people and wounding 13 more. Police had previously said his rampage was cut short when three Gilroy policemen engaged and killed Legan in less than a minute.

The Santa Clara County medical examiner, however, said that Legan died of a self-inflicted, "intra-oral" gunshot wound, according to a spokeswoman for the medical examiner.

At a news conference Thursday, Scot Smithee, the Gilroy police chief, declined to say how many times Legan had been shot. He identified the Gilroy officers who engaged Legan as Eric Cryar, Hugo Del Moral and Robert Basuino, all longtime law enforcement veterans.

"I think they're heroes. I don't think they view themselves that way," Smithee said. "I think they view themselves as just doing their job."

Legan killed three people, two of them children: Stephen Romero, 6; Keyla Salazar, 13; and Trevor Irby, 25. Law enforcement authorities have not identified a motive.

Investigators searching Legan's silver Honda Accord found more than 50 items in the car, per the warrant, which was released Thursday.

Weeks After Mass Shooting, Gilroy Students Return to School

Just weeks after the mass shooting at the Gilroy Garlic Festival, the school year has started in the Gilroy Unified School District, with crisis counselors available at all 15 schools.

The district wants to aid students who might have been at the festival during the shooting or who know people who were shot there. Some students might just feel anxiety given that Christmas Hill Park — the site of the July 28 shooting — is less than a mile away from Gilroy High School.

The district is encouraging parents to talk to their children about the recent mass shootings in Gilroy, El Paso, Texas, and Dayton, Ohio.

On Tuesday, the Santa Clara Board of Supervisors unanimously approved support for federal passage of a comprehensive assault weapons ban. The board also took a step toward a new ordinance that would require the safe storage of firearms inside homes.

The aunt of Keyla Salazar, one of the three people killed in the Gilroy shooting, spoke to the board and begged them to strengthen gun laws.
