that's a very common dream-theme, it's a warning dream. It means that the levels of self-confidence and self-esteem are low! when we have no confidence in ourselves, we unsconsciously create a "barrier" against people, and we're most afraid of being uncovered, or noticed.
The cannot-run situation means the same thing. it would be a good thing if she/he pays attention to the voices, they can be trying to actually say something. I stopped having this kind of dream by finding ways to feel more secure in public, and it was quite easy
