Download Yahoo Messenger. It offers streaming video. Then, whoever you want to see this video will also have to have Yahoo Messenger installed. Exchange screenames and connect to eachother.

If you want to offer the video to anyone directly from your web site, theres a few ways you can do this but theyre all bandwith hogs and will slow your computer down.

There are freeware and shareware programs that can take an image from your webcam at, say 5 second intervals, and upload it to your web space replacing the image that was already there.

Then, you make a web page with an image, and place a 5 second meta-refresh in the head tag that will continuously reload the page including the image. Its not smooth streaming video with sound, but its the simplest method.

If you want streaming video with sound, you would need something like Windows Media Encoder (its free on Microsofts site), that will compress your video into streaming format in real time. Then you would need to run a server off your computer to make this video stream available. All this will hog up your bandwith and drastically slow down your computer tho.
