2) Make local residents lobby the authorities to remove fixed cameras due to their new found noise pollution.

3) Similarly it will force mobile units to move around more as anything more than a couple of hours in one spot will drive the local residents up the wall. More time moving around is less time running the videotape.

It would be extremely difficult for anyone to prove that it was you who was sounding your horn in busy traffic situations. The legality of which is arguable and the potential punishment negligible.

It needs a campaign that reaches enough critical mass to be picked up by the mainstream media. After that the whole thing will take on a life of its own."
