Is the government keeping tabs...?

I just heard a very interesting "fact"...supposedly in the USA, the middle 2 digits on our Social Security cards end in even numbers for Blacks & Hispanics (and other minorities) ONLY.

Example: XXX-70-XXX

It sounds ludicrous...but I checked mine, my wife's, and my three kids...and all 5 end in even numbers.
(We are Hispanic.)

Can anyone repute this?

Any Whites out there with even-numbered digits?
Any Blacks/Hispanics with odd-numbered digits?

If this is true...it would mean that any employer could dismiss a job applicant simply by checking his SS#!!!

In addition...the first 3 digits are supposed to designate where you were born. I don't know exactly how.

It has been said if you take a poll most African Americans will have an EVEN 5th digit. Rumor has it some companies are looking at potential employee's SS#'s to discriminate.

Why not send this email to every African American and Minority that you know!! Someone polled 35 African Americans, 34 had a EVEN 5th digit in their SS#, the 35th person was White/Puerto Rican).



The person who forwarded this to me was skeptical but noted that in her case the formula was accurate: the fifth digit of her her Social Security number is even and her skin color is black. However, it also proved to be the case that my fifth digit is even, and I'm white. It was easy to establish through further samplings of friends and co-workers that the rumor is false.

Still, it's not hard to see why some people are inclined to believe it. The rumor is targeted at African Americans and plays on their sensitivities to racism. This lends undue weight to the luck of the draw when the evidence is brought out of our wallets and the numbers appear to confirm the conspiracy theory. White people are likely to remain skeptical no matter what their fifth digit may be, but few black people whose fifth digit turns out to be even would be likely to dismiss the theory out of hand.

To make matters worse, statistically the fourth and fifth digits of anyone's SSN – which according to the Social Security Administration are assigned in a predetermined order regardless of who is receiving them – are more likely to be even than odd simply because of the esoteric method used to parcel them out (for an explanation of how it works, see Social Insecurity by Barbara Mikkelson).

Suspicions about government attempts to track citizens or invade their privacy by means of I.D. numbers are by no means unique to minorities. White pundits have also gone on record condemning the very idea of national I.D. cards and decrying what some call the "de facto" use of Social Security cards for just that purpose.

There's often a fine line between paranoia and legitimate mistrust of the Powers That Be. Rumors sometimes cross that line, but not every false or outlandish belief of this kind is attributable to delusions of persecution. They can also express, albeit in exaggerated form, valid and deep-seated concerns within a given group or society.
