Yes, in the U.S. I don't know if they're officiall protected or not, but they are considered endangered right now - I think.

You have to beat it with a tenderizer mallot; you could marinate it or dry rub it. If you just try to fry it up like you would a t-bone, it wouldn't quite turn out how you wanted. It's edible, but your jaw might be a bit strained by the end of your meal.
