Spyware is somewhere on your computer or in the browser.
Use "Pop-Up Stopper" to stop it. I use it and it works great.

I noticed at the bottom of my screen it says allowing pop-ups, do I click-on that button?

You need to change the settings in your popup blocker to allow this or else most of them have a default key. With mine I just hit Control before I hit a legitimate link.

I do not see your setup so i can't be sure. I would say yes, if it doesn't work or you lose some function. Click again to put back to original setting.
