Agreed. I have a friend that won $126 million (about $36 million cash value). I am absolutely positive his winning wasn't fixed.

However, the second video DOES show fixing of some drawings. Google Eddie Tipton and read up on him. He was no doubt fixing drawings and using his brother and his friend as beards.

Remember the winner from New York a few years ago, where a lawyer said he was representing a trust that wanted complete anonymity? That was him. He never claimed that prize ($16 million, IIRC) because there was no way to keep from disclosing that it was his brother that "won" the prize.

So to the general question posed, which seems to be asking if all lotteries are fixed, the answer is clearly "No". But there has definitely been some that were fixed.

Many many years ago they "fixed" the lottery in Honduras.

They weighed-down some of those little plastic balls so that only the numbers that they wanted to would rise up out of the barrel.

It is a great way to bilk poor people. Also because they are too chicken to pay for schools with taxes.

Unfortunately, I didn't benefit much. People I know won, but not me personally. I was taken out for a lovely dinner at an upscale Toronto restaurant, but that was it.

It's called taking money off the top............or making sure that certain pots get split.

They can't control the out completely.

That was the lump sum he took, after taxes. It used to be that you could either take the $126 million over 20 - 25 years, or you could choose to take a lump sum up front (which was much less than $126 million).

the lottery is a stupid tax but at 1.something Billion... i may get a little stupid..

lets see if i skip the mortgage and use the finical aid and my savings and then use my credit card for day to day expenses.... and tickets are $2.... i can buy.... carry the 2.... hummm 5 tickets....

No, the government only taxes the present value of the cash flow. If you don't know what that means, let me know.

I think the tax rate was 35% or something like that, same as the highest bracket for personal income.

Here technically the state does not take tax on winnings yet if one takes the lump sum the cash value is usually less than half.

but I am sure (well i assume) most states with a state income tax do take their cut. It might matter if the given lottery was offered in that state or if you were from another state. (that is some states may not tax the winnings as they benefit from the original ticket sales)

And it could be like how NFL players are taxed. Some of them have to pay state income tax for states the play in...as well as the state they live in bases on where they were when the money was earned.

and any other 'local' taxes they can hit you with...

1. How did they mentally cope with their win? Did it affect their personality? If so, how? For the better, or worse?

2. Did they manage to keep their money or did they blow it on useless stuff? Are they still rich?

3. Did they invest it smartly? Buy real estate, land , apartments etc?

4. Did they lose friends?

5. Did they win new friends?

6. What would YOU do if you won the lottery?

7. If you won the lottery, would you keep your current job ? ( Because I think I would...I´d probably reduce my hours though and only work part-time).

Per the calottery handbook 'Your first annuity payment or the single cash option payment will arrive within 6–8 weeks. There are no State taxes for Lottery prizes but the pay- ment will be less federal tax. " So no there's no state income tax here on winnings, yet when a cash value is opted for the winner still gets less than half so it ain't only the taxes one is paying for. [Edited 1/10/16 12:53pm]

but what a California resident wins a lottery from another state? Like if you go to Texas and buy a ticket and win wouldn't you be legally required to pay CA income tax on that?
