Is she talking about eyes?  Yes, she is.  Yes. It's a form of albinism, I've read. More common in non-humans species, but can happen to us, too. David Bowie is one of the more famous people with this (one blue, one brown). Interestingly, I've also read a lot of humans with this have an inordinate occurrence of hearing problems.

He was in a fight in his younger days and he was punched in the eye. That caused one of his eyes to be permanently diliated. Take a look at a pic of his pupils... 
Actor David Bowie does not have a skin condition either, but he does have different colored eyes. In his case, Bowie has a paralyzed pupil and changed iris color from a fight as a teenager.
