Gary officials had asked for tougher gun restrictions within city limits. But the state of Indiana, which is run by NRA-supported Republican lawmakers had refused to enforce those laws. They even passed a state law overriding any local gun bans.

In Indiana, it’s illegal for anyone under the age of 18 to possess a gun. It’s also against the law to carry one in public without a state license. Still, Indiana has some of the most lax gun laws in the nation.

In 2010, Indiana lawmakers passed a law rendering useless any local government firearms restriction bans, such as Gary’s own ban on semiautomatic weapons.

Dr. Vernon Smith has represented Gary in the Indiana House for the last 23 years.
He has a hypothesis on why Indiana’s gun laws are the way they are.

“If there was ever a state that was owned totally by the NRA, Indiana is one,” Smith said. “Indiana has constantly protected the NRA and carried out the NRA’s agenda.”

In the past, Smith introduced bills requiring background checks at gun shows or training for gun owners, all of which never got a hearing.

In six years, 3,824 guns taken off Chicago gang bangers that were used in crimes came from our next door neighbor: Indiana. It’s why WGN Investigates took undercover cameras over the border to see why.

It’s so easy here, the (gun) dealers joked with our producer and photographer about it. One bragging, “We deal with Illinois residents all the time and we invite them to come to Indiana.”

Another dealer said, “As long as you’re an Indiana resident and you don’t have any trouble, I just write down your name and address so if they come knocking on my door, and say this gun was used in a robbery, well this is who I sold it to and then you got to explain what you did.”

But it’s easy to scam. Like one now infamous guy who simply used a fake Indiana drivers license. David “Big Man” Lewisbey filled a duffle bag with 9 millimeter and 40-caliber handguns. He bought them at various gun shows then sold them to gang bangers in Chicago for big bucks.

Tom Ahern, a special agent with the Bureau of Alcohol, Tobacco, Firearms and Explosives says, not only it is easier to buy in Indiana than Illinois, it’s cheaper too. He says the combination has meant a steady flow of guns to Chicago that are involved in crime.

Right, same with other states the push for harsher gun control laws. It's always aimed at people who own them legally.

And in NY state all one has to do is go to Pennsylvania to obtain guns in an easier way.

actually, I don't think we have what the problem is. The shootings / killings are an outward problem.
I mean Chicago has it's issues, and usually anyplace that has large numbers of poeple will have more violent crimes as such.

this is so sad. what is to be done about continuing gun violence and the killing of innocent victims.

I want to add to my response earlier, that one step to focus on the WHY is that most of the time these random shootings as well as the mass shooting are generally MALE. And that has to be looked at in finding a solution. MALE of any ethnic background and economic standing.

Here is a breakdown of the 2011 stats for Chicago crime (age, sex, method, etc.) in case anyone is interested.

I am guessing one can assume the stats look just about the same for 2015. I also think one can assume these stats look the same for the cities mentioned in my previous link by the NY Times that was about rising murder rates of various cities.

I'll assume reading and comprehension may be an issue.... eek So maybe the "movie" would better explained what was written in context of how drugs/murder and the CPD taskforce was corrupt.

Jody Weis had been on the job less than a year, when 60 Minutes this report was aired. When Richard M. Daley named Mr. Weis as the new Superintendent of CPD, the rank and file policemen were livid. Why? Mr. Weis had been an FBI agent, the FBI that frequently investigates alleged police misconduct. There are those who think the CPD rank and file, sat on their hands when Weis was the top cop. I don't know if there's any substance to that line of thought, since the level of violence has been so pervasive.

Agree about the conspiracy crap, however, gun laws will never truly help as long as there is inequality of opportunity - which is one of the major contributors to a fucked up society.
