could give two shits about a kid staring at me, a kid is just...a kid, they could be staring at me for 50 different reasons

if a woman/girl/old-young man stares at me, I assume they think I'm hot, good looking, or kind of ...interesting for some reason (usually I look sharp and smooth, even with sporty clothes)

if a man doesn't stare at me, I assume he's a 100% hetero who hasn't even noticed me

Kids stare at people all the time and sometimes make inappropriate comments. That's what kids do. It's up to the parents to teach them not to be rude. I had to teach mine. Some people don't. The kid might have been staring so much because you gave him so much attention. If you ignore him and don't stare back, a kid will lose interest and focus on something else.

I have creepy neighbor who skulks around staring at people but usually just talks to his cats so I am always on my guard when I see him. I would much rather he was a kid.
