Gmail issue: Mail from Circles not going into main inbox

Anyone else ever have this issue? It started happening with my mother's Gmail today (not happening with my Gmail). She has made no adjustments to her settings. In a nutshell:


If someone in one of her Google+ rolleyes "circles" emails her, the email is showing up in her "Circles" folder, but not in her main inbox.


The only reference I've been able to find to this online is the following and the solution offered hasn't worked:
