One is intended to be misled into thinking this is in reference to two goldfish in an aquarium (Commonly refered to as a "Tank")...

...When in fact it is in reference to two goldfish in an armoured vehicle with a big gun (Also commonly refered to as a "tank") Trying to figure out how to drive it...

...The confusion of the meaning of the word "Tank" being the basis of the joke... along with the fact that two goldfish in an armoured vehicle (Commonly refered to as a "Tank") and trying to work out how to drive it is totally absurd....

well, *i* thought it was funny because the two fish are wearing tank tops and fish don't even wear tank tops let alone drive them. i mean really!!!! imagine a fish wearing a shirt

This is all very confusing.

This would turn the armoured vehicle with a big gun (commonly known as a "tank") into a giant mobile water pistol (commonly known as a "water cannon")

Instead of wearing tank tops (commonly known as "turrents" and very very heavy) They wear something very much like a spacesuit which is full of water with a built in filter and air pump, much like this





In fact goldfish have become very excited since traces of water were found on Mars... they do intend to be the first fish in space
