It really doesn't seem like it to me. I'm mean, just because the lights are flashing is no guarantee that the modem is doing what it should. If I were having problems getting, or staying, online, the first thing I would consider would be my outdated modem. Nevertheless, I accept that you know what you're dealing with.

Now I've solve this remedy on getting the modem back to working by unplugging it and keeping it unplugged for a few minutes and then it would come back on.
I realize you prefer to resolve these types of issues on your own, so I wish you a speedy resolution to the problems you're experiencing. I'm sure it will all eventually work out for you.

I wish I held that same confidence in my own technical expertise, over that of a multi-billion dollar cable telecommunications company.
