The suggestion of sweeping all his shit in his room is a good one. Really, if the guy doesn't have an issue with dirt or the mess he creates put it in garbage bags and toss it in his room.
The other option is to call another group meeting and see if you can come to an agreement the four of you chip in for a maid service... once a week. From what I know maid serivice cost in LA are reasonable.

I rather like this idea. And if that doesn't work, then follow Carrie's advice & fortify it with a group intervention to let him know face to face, in no uncertain terms that he's a pig- and needs to get it together pronto.

Yeah this sounds like a classic "bad apple" situation here. I think you should consider taking pictures, video, etc. and see what happens. Then, you can pay for a cleaning service, keep the receipts, then sue him in small claims court for the cost of cleaning. He can either take a hint and straighten his act or he moves, but you do NOT want to be in a situation where there's an infestation, etc. Because the landlord and fellow tenants in the building could possibly sue you if they knew you guys were the source of the problem.
Instead of dealing with that, perhaps ask him to move out and put the room up on Air B&B. www.airbnb.com Maybe that could help you? Trolls be gone!
