The ocean is a pretty big place. And technology back in the 40s is not what it is today so after not finding him for a few weeks, he was presumed dead and the search called off. | |

I'm pretty sure that in Avengers, they mentioned that Howard Stark went searching for Cap for many years but only found the Cosmic Cube.
