First of all establish what skills, knowledge and behaviours you expect the succesful candidate to be applying in the role.

Then ask them specific questions for them to provide recent, personal examples of when they have applied such skills, knowledge and behaviour, ideally in a similar work environment. Ensure they provide the background to the example, and they tell you the result of what happened.

For example (very hypothetical), if you believe the sucessful candidate is required to be able to resolve conflict regularly, ask:

Tell me of a recent occasion when you have had to resolve conflict in your work.

Ask them the background ... then ask what action(s) they took ... then ask what the result was. Probe at each stage to ensure they reveal as closely as possible the context and what they actually said, did and, particularly, instigated (as distinct from what others said or did - or told them to do). Ask them how they knew the action they took was effective (if it was).

Try to avoid lapsing into questions about ... what would you do if confronted with a situation e.g. 'What would you do if you were assistant principal and you had to resolve a conflict?' In general, it is relatively easy for a candidate to make up what they think they would do, when they would quite possibly respond totally differently when actually faced with a problem. However, recent, specific personal behaviour in a similar environment is likely to be a fair indicator of how the individual will respond in the near future.

Of course, candidates always believe they can fabricate such an answer, but if the interviewer doubts the veracity of the example, they can usually ask pertinent questions to expose this, or ask for one more example.

The important thing is to know what you require of the role so you can base the questions around this.
