I wonder ehy mom or dad would allow a child to wander in an area where cars and trucks can easily drive by... I see no area for pedestrians to walk.

As a parent I know how easy it is for a child to get away from you, so I don't want to judge, but it was minutes before the mom found her child, so one has to wonder where were her parents and why (in a warehouse) wouldn't they be more diligent knowing that people may not want to get involved if her child were wandering away.

When I mentioned conditioning I was more speaking to the people's fears over the reaction of the government. The government is not responsive to the populace bu the government will make individuals pay for what really is their shortcoming. I'm sure that plays into the non-reaction. All of it, so sad.
