The Bengals QB Palmer?

Can anyone tell me why the Bengals insist on holding on 2 Palmer?

He has done something next 2 NOTHING since his knee injury 5 or 6 years ago.

I don't get it.

Help me understand this.

IIRC, once the lockout is over his job is up for grabs.
