I don´t know the significance of cherries hanging down the rear window but I do know that dice hanging down there usually stand for people who have pimped/modified their vintage car. This is something that a good friend of mine told me. He is part of the Rockabilly scene and they dress like RockNRoll fans in the 1950s and 60s did, have those haircuts from that era and love to put a lot of effort into their cars and motorbikes. If your car is not customized and you have those dice hanging down the window then they laugh at you because you´re fake.

I went for a walk in the woods last weekend and passed a lady wearing FLIP-FLOPS! It was freezing cold and really muddy. Weird.

The postman who comes to my workplace always wears shorts, whatever the weather.
