SHELTON — A city man is accused of sexually assaulting a horse on a neighbor’s property, police said.

At about 6:15 p.m. Monday, Joan Flannery of 8 Partridge Lane told police that a man on her property appeared to be touching a horse in a sexual manner and the horse appeared to be in pain.

Police said a Flannery family member reported seeing a man putting his hand and arm inside the horse’s vagina in a repetitive motion.

Officers found a man, identified as Marian Wegiel, 63, of 11 Partridge Lane, in the corral.

According to Lt. Robert Kozlowsky, Wegiel told police he was comforting the horses after they had been scared by a loud noise.

Wegiel allegedly stated he may have inadvertently put his fingers inside one of the horses. There were three horses in the corral, but only the one female appeared to have been touched, police said.

According to Detective Ben Trabka, Wegiel and the owners of the horse aren’t friends, and Wegiel had no reason to be on the property. Police said they don’t know if this has ever happened before.

“They never caught him doing it before,” Trabka said. “The resident came out and saw it Monday evening. It certainly is bizarre, a strange deviant sexual behavior.”

The Flannerys contacted a veterinarian, who examined the horses. Police said the horse didn’t appear to be injured.

Flannery, who owns one of the horses, said the alleged assault was “gross, disgusting, horrible.”

“You can’t trust your neighbors,” she said.

Flannery said she has lived on Partridge Lane since 1997. “I’ve had horses on this property since then, and the owner of the house before that had horses here since the ’60s.”

Flannery said nothing like what happened Monday to her female horse had ever happened to any of her animals.

“The police (said they) had never seen it, and the vet said he had never seen anything like this,” she said.

Flannery said she only knew Wegiel in passing. “I’d see him get his mail at the mailbox and we’d say, ‘Hi.’” She said he would wave to her.

Flannery said she owns five horses, and three of them were outside Monday when the incident allegedly occurred.

Wegiel was charged with cruelty to animals, fourth-degree sexual assault, third-degree criminal trespass and second-degree breach of peace.

Wegiel was released after he posted $500 bail, and he is due to be arraigned in Superior Court in Derby on Nov. 1. He could not be reached for comment Tuesday.

Alicia Wright, public relations director for the Connecticut Humane Society, said, “Sadly, humane societies across the country encounter different kinds of cruelty every day, and this is something the animal welfare industry has heard of before.

“The Connecticut Humane Society takes the position that any act of animal cruelty is deplorable,” Wright said. “We are pleased to see law enforcement is conducting a full and thorough investigation of the allegations. If the evidence warrants, we urge that the individual be prosecuted to the full extent of the law.”
