Tell your "friend" to get connected with a mental health clinic. At that point he should be assigned to a Social Worker, and a Psychiatrist who will assess and see how severe your "friend's" schizophrenia is. Disability payment is for people who are "disabled". Schizophrenia alone does not entitle "your friend" to that benefit because there are a lot of people with the diagnosis who take their meds and are "functional".

I wondering what is the disconnect with him applying for jobs and being overlooked???

Have your friend contact the local social security office. They will let him know if he is eligible or not.
