Its probably a special, where you buy so much cooking oil, you get the oj free as a promotional gimmick. Actually that place looked quite clean at least, my assumption is that its in a big city and probably appeals to more upmarket clientele. I saw many places in Korea like that, besides the live food you could go upstairs and find toys, clothes, cooking utensils and gift boxes of moon cakes and Chivas Regal in there too.
