All I could find on the Internets is that the phrase became popular in the '60's and '70's.
I did find this, though: These days, Bobby is a reserve officer with the Los Angeles Police Department and the San Bernardino Sheriff's Department where he teaches CPR.
I've asked the experts on that site about the origination and will post the answer here.
