When I was in grade school, there were some nasty rascals with mouths like drunken sailors looking for prostitutes on a Saturday night and they said the most unbelievable things for 9-12 year olds, and sexual harrassment from male students in the lunch room started in that age group. Slightly different though, in third grade, I made my very best friend with a girl who had a XXX repetoire of jokes for the schoolbus that would make Dolemite blush. She was a great kid, in the advanced placement section of school with me (where the actually kept us all sequestered from the general population). She had a strict mom who she obeyed lovingly and faithfully, was the sweetest thing on earth, but somehow polished an actual stand-up repetoire of sex jokes (which she clearly got from someone/somewhere else), that kept us huddled and howling the rides home from school for the entire year. It was 1980. We were 9 years old.. In retrospect, we kids were already exposed to explicit stuff back then, standup comics, music from Prince and Minnie Ripperton (Remember all those sexy songs she used to sing  ???), and actually, we used to repeat alot of that mess verbatim when our parents weren't around  ...but what i just realized in this moment is that while we were chirping and repeating everything like McCaw birds, we had ab.so.lute.ly.no.clue. what we we were actually talking about...we just knew that it was somehow bad, and hearing jokes with punchlines involving a dick falling on a rusty nail was a rush for us

It's pretty common to mention where a story takes place in a title. What you said comes off as just you being the one that assumed it was a black class since no one else (that I saw) mentioned anything about it being about black students.  Many parts of DC are prolly 80% black if not more and their public school system is comprised of mostly black children. Their schools are CONSTANTLY on the national news for the challenges they face. So, in the US, when you hear DC schools mentioned the inference to most people is clear that they are talking about black folks, in general. 
DC is also known as "Chocolate City" so that's not an "assumption" I would be alone in making because it's true. Besides, are you saying it's plausible that a class of white 3rd graders would come up with this list? What I'm saying is that it's highly doubtful that ANY 3rd grader would come up with an such an extensive and offensive list but adding the DC context makes it believable. This is the internet and a lot of stuff comes out and grabs our attention that later turns out fake. But how can you tell that if it's fake it would've been written most likely by a white person? I could just as well been written by a Mexican, a Korean or a Black person just cuz they were actin stupid and thought it would be some funny shit and not thinking of consequences. People get their rocks off at 15 minutes of Viral fame. I'm in the DC area and Ron's a campus director (adult education). The truth of the matter is that there are different issues he has to deal with and that has nothing to do with the color of any particular student. It has everything to do with a different setting (inner city vs. suburbs) and the different challenges the student body has faced because of that. If some of the ladies (and some gents) who have had to come to see him for various issues (simple class disruption to straight up violence on school grounds) behave themselves this way around their kids (quite a few have had kids), then I could totally see how that child might write down something like that list.
