It's pretty common to mention where a story takes place in a title. What you said comes off as just you being the one that assumed it was a black class since no one else (that I saw) mentioned anything about it being about black students. Many parts of DC are prolly 80% black if not more and their public school system is comprised of mostly black children. Their schools are CONSTANTLY on the national news for the challenges they face. So, in the US, when you hear DC schools mentioned the inference to most people is clear that they are talking about black folks, in general. DC is also known as "Chocolate City" so that's not an "assumption" I would be alone in making because it's true. Besides, are you saying it's plausible that a class of white 3rd graders would come up with this list? People get their rocks off at 15 minutes of Viral fame. I'm in the DC area and Ron's a campus director (adult education). The truth of the matter is that there are different issues he has to deal with and that has nothing to do with the color of any particular student. It has everything to do with a different setting (inner city vs. suburbs) and the different challenges the student body has faced because of that. If some of the ladies (and some gents) who have had to come to see him for various issues (simple class disruption to straight up violence on school grounds) behave themselves this way around their kids (quite a few have had kids), then I could totally see how that child might write down something like that list.
