This little punk lives in my building and apparently has been saying this to all the "grown and sexy women". My neighbor said he said it to her and she told his mom and she shrugged it off, saying "He always does that and it's good practice."

No. My mom is very old school. She believe's respect and home training. She says the reason that kids are the way they are is because, too many parents look at their kids as their "friend". When you do that, she says, that kid will feel like they can get away with everything. The fact that, that boy's mother sees nothing wrong with it, means that she sees him as her equal and treats him as such,(there are no consequences for your actions).You are NOT your mom's equal, you are her daughter.

Your mom needs to start parenting classes for some of these knuckleheads who call themselves moms and dads. Nothing makes me madder than seeing parents raise their kids like they're equals. Kids would respect parents more if they treated them like kids instead of trying to be "cool" and reliving their youth through the children. It's sick and messes up the kids.
