THE GOVERNMENT ITSELF EXPECTS THESE PEOPLE TO SURVIVE ON TIPS. A lot of times, what the waitperson makes on their actual paycheck gets eaten up by taxes from their tips. I forget exactly why this happens (I'm a cook, not a server so I don't have to deal with it) but when you stiff a server, it can actually cost them money because of the way their taxes are figured out.
