IMO, using "and" implies a decimal (i.e., 2000.10).

I'll say "two thousand ten." To all those people saying we didn't say "one thousand nine hundred ninety-nine," that's because there were way too many syllables. In this case, "two thousand ten" and "twenty ten" are comparable.
