Aside from what Erin said (which is the short answer), I think the phrasing is the key.
"you look nice in those clothes" might make her uncomfortable because the emphasis is on her, not the clothes. "That dress looks really nice" might be a bit more subtle. My Legacy

This girl I worked with last year, kinda quirky but still hot, she laughed at all my jokes and she seemed to enjoy working with me. She used to frequent the same clubs I did, so we often met each other when were downtown with friends. It felt kinda wrong for me to be attracted to someone who worked in the same store, so when she transferred from the branch she worked at to my branch it got a bit awkward for me (I did a few shifts with her before she moved to "my" branch just to fill in for someone who was sick or something like that). I tried to repress my feelings but it was clear to everyone at work that I fancied her. During one night out at the club, when it was about 30 minutes until I would take a taxi home, she walked up to me and said "David, I know you have a crush on me". Then she had a long speech about how she liked me very very much but she was trying to get together with some ex-boyfriend. I tried to move on and I think I eventually did. She quit her job a year ago and I got invited to party with her and her friend 2 weekends ago after having hardly seen her around since she left the job. Despite the fact I did my best to be just a friend she just HAD to tell me without any context: "You know we'll only be friends, OK?"
