When my kids were infants I didn't take them to movies and restaurants, church, etc. If I couldn't get a sitter, I simply didn't go. But by the time my kids were two or three they knew how to behave...home training. Now, on a plane or train, everybody is pretty much stuck for the duration so you just have to try to endure the misery as best you can realizing that sometimes even usually well behaved kids can get overstimulated in some situations and act out. If it gets unbearable and the parent seems incompetent to deal with the kid I will usually call the stewardess or usher or whatever. Shopping is a necessity and not everyone has a support system or can afford a sitter, plus some parents are just plain clueless, but I agree that they do not have a duty to remove the kid in that situation. Screaming infants in stores don't bother me a lot...it's the older bratty kids who control their parents by acting out that really pisses me off.
