I have a hard time rooting for a company whose managerial mistakes caused them to adopt a business strategy that laid off tons of their workers so that they could higher cheaper , less experienced ones.

I've received a few emails from them but wasn't sure
if they were legit. I think they are powered by another
company.

This is probably legit, but the only holdover from the previous Circuit City is the brand name. It's fairly common when some once-ubiquitous brand name suddenly goes out of business due to mismanagement or changing trends, a competitor will buy out the trademark in liquidation to use for their own marketing purposes. For example, AT&T is once again a huge multi-billion dollar telecommunications company, but that's only because the original AT&T was broken up into regional carriers, then it focused on long distance service only to compete initially with MCI, Sprint, and other carriers. It then went into the cable internet business, but those assets were bought out by Comcast. Its only remaining business, long distance service, was decimated by all of the cell phone carriers, and the tiny remains of the once humongous company were bought out by SBC at a fire sale price. SBC at that time was the largest telecommunications carrier in the USA but had a lot of negative press, so they adopted the AT&T brand and renamed the company.
