the only real preventative measures are measures we take as parents. Being very cautious with who we allow our children to be ALONE with. I'm not just talking about strangers...aunts, uncles, neighbors, friends, even the older children of our friends....everyone is a potential danger. But we also can not blame the parents when something terrible happens.
Other than that I can not see how we could possible prevent it from happening....?? we can't predict the future and we can't predict who's a fuckin' creep either. Sometimes the creepiest of creeps seem so "nice" and "normal" the ones you'd NEVER suspect.

I do not think enough is done to help ppl when they are victims. Many ppl are too concerned with punishing the "monster" and the victim is left to heal and some do not heal, they turn into "monsters" in order to deal with the pain of the abuse.
