From the Oxford dictionary 'top-up noun (BrE) 1 a payment that you make to increase the amount of money, etc. to the level that is needed:a phone top-up (= to buy more time for calls) Ç Students will have to pay top-up fees (= fees that are above the basic level). 2 an amount of a drink that you add to a cup or glass in order to fill it again:Can I give anyone a top-up? 'top-up card noun a card that you buy for a mobile phone / cellphone so that you can make more calls to the value of the card So I guess you really do have to pay at least that much to be able to use their service.

Don't feel bad about not knowing the term top-up. It is something I never heard until I moved to the UK.
