Hi All, would love help with Dreamweaver frames

The problem is this- i have about 5 pages each with 3 frames and 1 frameset.

They look fine BUT when I com to preview them and/or upload them and then view them- the top and bottom frames change sizes with every page. How come they aren't all uniform?
