Giant animated Lite-Brite in my neighborhood

I walk by this LED display every day on my way to and from work:

I can't explain why, but for some reason, it's really been growing on me.

What do you think? Art, or $150,000 wasted on an animated Lite-Brite?

First question that comes to mind is "Why?" Is that a really busy section? If it is I can see it as being something to focus attention possibly psychologically soothing.

I like it better than the art that caused an uproar here. I don't hate the spider, I just think 3.2 million could have been put to better use.

Well it's not really a lite-brite. Just a big LED piece that doesn't do that much.

I've seen much better at Burning Man.

I wouldn't call it "busy," but it's an up-and-coming area, which is one of the reasons why I chose to live there. This particular artwork was installed as part of the "Indianapolis Cultural Trail," an 8-mile downtown pedestrian/bicycle path that the city is building.

One might think so, but not really. The majority of the project is being funded through donations. They are getting some federal transportation money, but I don't know whether they're using (or are even allowed to use) those funds to pay for artwork.
