The term "Ghetto" I think actually came about from people living in government housing being resourceful. It happens that in order to live in the majority of government housing you usually have to be living below the poverty level and you dont have the income for a lot of the things that people making more money consider necessities.Therefore you learn to be resourceful. It happened that a lot of the ways of people being resourcesful became common thus Ghetto...
