Will Smith's character was not a real IRS guy, he was just impersonating one.
But he kept going around telling people who had debts with the government that he would give 'em an extension.
If he ain't a real IRS guy,
he won't be able to come thru with that.
Therefore, that isn't a very nice thing to do to people.
What'd I miss?

He was just saying that and their debts weren't as big as he made them out to be. Remember, Rosario actually worked out her debt and it was considerably less than what he had told her, which was then when her suspicions were raised about who he was and what he was doing in her life.
