All of the characters are volunteers, different people each night - you line up in a hallway and they dress you and test your bulbs and then tell you what to do. I work for target and we sponsor at least one night every year (this year, we're the main sponsor for the whole thing - though I think they only held one night for employees). "Test your bulbs and tell you what to do"...for some reason that gives me a chuckle 
I bet it's pretty cozy warm inside those costumes with all those lights... | |
