I think that you will know when it is okay to say I Love You. It depends.

What is love?

It is an action, I believe.

I can have loving feelings. I am not 'loving' someone then. I am experiencing feelings!!

I sometimes say 'I love you' to feel secure. I sometimes say 'I love you' as it has been said to me.

I would like to say 'I love you' to someone after feeling moved to do so, out of passion 'Oh I love the way that you express yourself!!' Out of an action, rather than cos it's the thing to do at the end of a phone call.

Yet having said that, I also think that it doesn't really do too much harm. It would be better to say it out of habit than to say 'You fucker' etc.
