Based on the amount and areas of exposed skin shown in that picture, I think the blue skin would actually be fairly easy to achieve.

There are wonderful make-ups available which would give the desired effect; Temptu or Ben Nye make terrific products - the picture you posted made me think of this line as a possibility. And, used with a sealor, these make-ups really aren't significantly messy.

Coverage of the face and neck and hands would be simple, and if you didn't wish to deal with make-up on your legs, you likely could find hose or tights which would match close enough.

Bring your ideas to life.

Thanks for the encouragement That make-up site has a blue that pretty much matches the blue that I want. I've been to sites where they sell prosthetics, but I'm worried about the overall cost of it. The ears for the second character, I could pull off. I could do the cat face for the first one too, but I'd want protruding features rather than just a drawn on face. I would have to get prosthetics.
