I think the second part is pretty clear.

The first part seems like a scenario where kids are in a dangerous situation. Perhaps you worry about the ability to control their safety, which is limited if they're driving cars. Or maybe 16 is looking younger & younger

I used to dream of walking through large public buildings, schools, malls. I also dream of skiing.

This week I have dreamed of a co-worker three times!
