The University of California also makes lecturers reapply for their jobs every year, or in some case every semester, for the first six years of employment. Roddy said the practice "plays havoc with their lives."

An independent audit, released last month by the California State Bureau of Audits, found that spending on administrative salaries increased at a faster rate than faculty salaries. The audit also found that administrative positions increased by 53 percent, while faculty positions only increased by 10 percent."
