The penis is a bit more dynamic, and even maybe a showoff, with it's pee anywhere, stand up straight, explosive climax design.

But taking balls into the equation I think putting what are essentially internal organs on the outside of the body is a really, really, really bad idea!

Penises are always ready for action, but sometimes a little too ready. Vaginas are not instant gratification machines (and in fact are sometimes the source of great discomfort) but they are capable of more pleasure and, in fact bringing life into the world.
