I started at about 4, and was told not to do it, it's bad, but did it in private since on and off over the years, and haven't been caught. I don't think parents should say no to them or freak out if they catch them, or they might turn to learning about it the wrong way later on. They should be calm and explain to them that it's something like going to the washroom, cause it's a part of their development, as much as the physical and emotional needs.
