Wow, good topic. I can think of:

1. Arnold Schwarzenegger (Terminator)
2. The coach that Robby Benson tells to "stick it up all the way with a hot poker" in "One on One"
3. The black computer programmer in "Die Hard", my second-favorite Christmas movie. Too bad he only only got punched out instead of offed
4. All the dudes in "Reservoir Dogs", but especially the one that tortured the cop
5. The US attorney in "Absence of Malice". Wilfred Brimley NAILS that dude
6. Doug Neidermeyer, "Animal House"
7. Yeah, Hannibal Lechter for sure
8. And yeah, Darth Vader, although I only saw the first three Star Wars movies, so he could have ultimately been a good guy for all I know
9. The sensai guy in the first "Karate Kid". Telling his guy to take out Ralph Maccio's knee was so wrong
10. GW Bush in "Farenhiet 9/11"

I forgot Michael Myers. I'm ditching Darth Vader and replacing him with Michael Myers.

That feels right.

Don't have time for 10 but I totally agree with your #1...

...Suavest, shrewdest, most sophisticated villian of the past few decades.

Running a close 2nd for me would be the portrayal of Bill The Butcher (Daniel Day Lewis)...

...Gangs of New York

I used to have a pair of really cool nunchucks, but for the life of me, I haven't been able to find 'em for years. These days, I'm forced to used a pair of slighty chipped klick-klacks.
