Well...if you did just wash your crotch everyday you would most likely not have an odor, but if you do it could be for a number of reasons, not just if "someone isn't washing their stuff":
1) it could be a symptom of an STD exposure 2) it could be some type of medical condition I know with women, their vagina can develop an odor from the semen (if they have unprotected sex on the regular despite cleansing their vagina thoroughly)...this odor can be cleared up from a prescribed medication from the gyn. Women can also be allergic to semen as well, and after unprotected sex, they may have a stinging reaction in the vulva area for about 30 minutes. A cream prescription can soothe this as well, but sadly, there really isn't a cure for that unless you just wear condoms. Sometimes, shit just happens.
