Are you trying to make your own website?
There are plenty of sites that offer free webpages (with advertising), or you can open a godaddy account (about 100 bucks a year or something like that if you use server space) and get your own domain. As far as blogs go, if you're not blogging on facebook or myspace, blogger is the best. I know people who have successful blogs (thousands of hits a week) on blogger.

You can always go with a pay site like godaddy. I use it for my webpage (currently under construction ), but I plan on creating it and then just embed my blogger blog inside of that.

Shit, that's way too much and godaddy sucks ass. I'm paying about half of that for 1.5GB of space and 15GB of traffic per month and got a shitload of tools with it to build a site. Joomla kicks ass. you obviously know the free ones (blogger/blogspot, wordpress and the likes).
What you need is a hosting partner (like godaddy) but first off you need to know what you want to do with your site ... You probably want : your own domain webspace access to one or more databases (MySQL, MS SQL, ...) some pop accounts the use of php, asp ftp access to your webserver ... if you're gonna do this professionally, check out your partners a little more. Check if they got multiple datacenters and they got Service Level Agreements. 99.98 uptime still is a full week of unavailability a year Another think to check out is privacy. Read the privacy statements. Most of the partners nowadays have clauses that state they can not guarantee your privacy and will turnover your data to government or police if requested. The internet is global, it might be interesting to check out providers outside the US once you got your infra setup, you'll need a framework (why invent the wheel again). I've always worked with drupal (www.drupal.org) but joomla as mentioned above is creating lots of waves nowadays. So either that suits your goals would do to get you started very quickly. Check out some pages using those frameworks and choose the one that feels best for you, check out system requirements and match those by the services offered by the provider ...
