To answer the question...

I think it depends on the person and situation. Mine was VERY public and it was fine and I thought it was very romantic. If it would have been private my answer would have been the same.

Oh, well that's different since they're not necessarily paying attention to what you're doing. It only becomes "unfair" when there's a bunch of people actively watching and awwwwing and thereby pressuring the poor person to say yes.

Personally though, I think a marriage proposal is such a personal and intimate thing between the two people that it's best done in private. You don't need the distraction of other people at a time like that.

I think it's fine if you're sure that the answer is yes. But it would be unfair if you know there are issues and trying to take advantage of it being public and the feeling of the proposed person not wanting to cause embarrassment by refusing.

As jaded as I am, I know just how I'm going to propose to the woman I choose to marry (if indeed I ever meet her).

I'm going to be standing by a swimming pool and just nonchalantly say, "I'll marry whoever finds this ring"..and then throw it into the pool.

If she's The One...she'll dive in to retrieve it.

mine happened in bed one morning after sex. Just lying there talking about how we had been together for 5 years, being back together after a break up. He says "so I guess we should get married if you want to". He was not looking at me or anything..then he says "you will have to go pick your ring, I am not good at the kind of thing, you can pick out our wedding rings too".
I was a smart ass and said "are you sure you meant that or did it just come out because of the sex?". When I looked at him he looked like he was in shock. So I asked him again if he was serious and he said yes.
