not sure by why would it happen that way if they have the parking spots availble for that purpose? you mean why would disabled people take the space of able-bodied people? if so, i'd say it's the same reasons why able-bodied people would do that, whatever they are. personally, i'd never do that unless it's an urgent situation like driving someone to a hospital which will cause me to park anywhere for the sake of checking them in.
