People generally pay their bills unless they honestly can't. And it hangs over their head forever if they don't. You can also get state assistance if needed. I believe my grandmother was on a special plan before she died. You can also get on a special payment plan so you pay the same every month throughout the year to help you budget so you're not paying crazy amounts in the winter and nothing all summer. Then at the end of a year they reassess the actual amount of energy used and they reduce or raise your payments (or even skip a month or two) depending on how it worked out. |
