I think it would suck. I like to keep things on the chilly side, except once in a while when it feels good to blast the heat. Wouldn't want it to be kinda-warm all the time.


As I said somehwere above, I control the temp in my own place (as much as you can with a radiator, which these have nice little dials on them and such, so it works OK). It's just with radiator heat they have to get it ready and turn it on for the whole building, and some point and in the spring they'll turn it back off for the whole building. If a building has a certain amount of rental units or more (I think 6 or 8) landlords must pay for your heat, you don't pay it yourself out of pocket each month. Of course, the rent price throughout the year reflects it, but you don't suddenly have large heating bills in the winter.
Also - it's illegal for anyone (landlord/power company) to turn off anyone's heat for lack of payment. People could die, even inside.

That's a good thing of course, but how do they avoid getting people that use the system and intentionally don't pay the bills? I suppose they have to take them to court then?

People generally pay their bills unless they honestly can't. And it hangs over their head forever if they don't. You can also get state assistance if needed. I believe my grandmother was on a special plan before she died. You can also get on a special payment plan so you pay the same every month throughout the year to help you budget so you're not paying crazy amounts in the winter and nothing all summer. Then at the end of a year they reassess the actual amount of energy used and they reduce or raise your payments (or even skip a month or two) depending on how it worked out.

Yeah, that's interesting. We don't have that kind of regulation here, I guess 'cause it doesn't get that cold. I pay for my heating oil, and if I can't, I'm allowed to die. lol

That used to happen to me when I lived in dorms. I bought one of those cheap 20 dollar heaters from walmart and it did a great job warming up the space.
